He claims that, even beyond global warming, weather modification may be playing a hidden role in the recent upsurge in horrendous storms worldwide.

While I am not convinced it was not mother nature, I am sure that such a thing is possible. I really don't think it would be Russia though. I agree with the guy on c2c last night who said it was more likely the Russians would have sold the technology to China or someone else who used it. Still I have a long way to go before becoming a firm believer that it was technology and not mother nature.
