Ever since the 2002 discovery of a possible ''tenth planet" (dubbed Quaoar) orbiting the Sun in the far-distant Kuiper Belt, astronomically minded people have wondered: If we can put a man on the moon and land rovers on Mars, and if Tom Cruise can be paid $20 million for ''War of the Worlds," why can't we decide whether Pluto is really a planet?
