The problem I have is where does it end? If you remember they up until the early 1990's thought communist would use ufo groups for information and such. If you think about it any group could have terrorist members. Christian groups might have ones that want to bomb abortion clinics, neo nazi groups could want to bomb or cause harm to many different groups, Tim McVey even seems to have had his own little group that he was part of. I think it would be more likely to use a small unknown group to carry out such activities, but who knows?

That is true, there are always the screamers. I still think it is more likely that a group of terrorists would act on their own to do such things, as there would be less of a chance of someone catching on and ratting on them. Most people in peace groups are just that, people who want peace, most of them would turn in anybody that they thought was going to harm people. I have never belonged to a group like that, but people I do know who belong to them would in no way go along with anything that might harm people.
