In reality the police have been carrying out random breath tests for years. This is just making it official. They can always find a 'fault' with your car or reckon that you were driving erratically or in some way that would arouse suspicion. I've been pulled over and breath tested because I was driving to 'carefully'. I never drink and drive and I was driving 'carefully' because there was a police car following me!
