Interesting bit. Taking it all at face value for the purpose of discussion, the thing that came to mind about half way through was "communication is a two way street". The reaction of the US as described may have seemed hostile, but there seemed little to lead them toward another path. The contact would seem to be very passive aggressive.
I agree with that, especially not knowing the situation. Whether they were meaning to be threatening or not, I can see how they would be considered threatening, especially if they were not communicating.
