As IF the soft disclosure by many countries matters at all - it already is a who cares when old files are released. To me, this is just the governments way of BLOWING OFF the issue once and for all.
I don't really even consider it soft disclosure. Basically it is just making sighting reports public. Many of the cases were already public because the witnesses had contacted a UFOlogist or reported it at a UFO site.
