According to Bill Birnes who has reported this twice on his Future Theater Program --if I have this right-- One Frank Stanton, who was to later head CBS, funded the Orson Welles 1938 WOTW broadcast with a load of Rockefeller cash and then seeded false stories with the media of the time regarding an ensuing panic... which never really occurred at all! The Rand Corporation was later able to use this bogus reportage to justify a Truth Embargo imposed on rank and file Americans... for our own good... about UFOs and corresponding aliens.
